The movant can answer the opposition papers by making a reply. The reply papers say anything that answers what was said in the opposition papers. There is a time limit to reply to motions. See the Colorado Rules of Civil Procedure.
A judge or magistrate will rule on motions as determined by the Colorado Rules of Civil Procedure. If the motion is an emergency and indicates as such on the pleading, the timeline may be shortened.
